Draft Orders in Sales Orders
The sales employee can access the orders with the approval process, in the SALES / MY APPROVALS / PENDING DOCUMENTS , this section lists all the documents in the DRAFT category from SAP. Documents can not be edited if the user does not have the permissions.

Licencing for Draft
To identify or individualize orders in particular to each user, he must have an individual license in SAP.
